Customer Challenge

The Bureau of Administration (A-Bureau) plays a critical role in supporting the Department of State, U.S. embassies, and consulates worldwide through programs spanning procurement, transportation, records and publishing, language services, facilities management, emergency preparedness, diplomatic mail services, and logistical support for White House travel and international conferences. With responsibility for properties, fleet, motor pool, presidential travel, and diplomatic relocations, the A-Bureau serves a highly diverse user base across 1,500 missions and posts in more than 200 countries.

However, many of its systems and processes are outdated, fragmented, and heavily dependent on manual workarounds. This has led to inefficiencies, a poor user experience, and significant dissatisfaction across its global operations.

Navitas Solution

Navitas SMEs developed the agile working model and demonstrated success with 3 MVPs to the Department of State Administration Bureau. As a follow-on, Navitas is working on a multi-wave, multi-agency transition in collaboration with department stakeholders. Navitas enabled DOS to reimage and completely revamp the A-Bureau customer digital experience. Key results of this transformation include 1) Human-driven solutions - requirements strategy focused on field needs and user pain points resulting in intuitive interfaces, personalized interactions, and self-service options 2) Digital infrastructure foundation – robust, distributed cloud-based solutions with secure, scalable data storage leading to a solid platform for digital service delivery and future innovation 3) Agile culture – focused on continuous, incremental delivery and testing allowing for quick evolution to changing needs whether legislative or geopolitical and 4) Data-driven decision making empowering stakeholders to make informed decisions based on actionable insights leading to effective strategies.

Results

The program established a multi-year transformation roadmap to modernize and unify processes across globally distributed missions and bureaus. By retiring legacy systems and eliminating manual, error-prone workflows, the Bureau replaced outdated practices with AI-driven, intuitive workflows—delivering a 40% improvement in mission outcomes. The entire delivery lifecycle, from funding to production, has transitioned to agile, with all 14 bureaus now adopting agile practices. Supported by 6 delivery squads and 4 operational squads, the Bureau has achieved bi-weekly software releases and a 3x increase in feature delivery. Operating at enterprise scale, the portfolio covers 150+ systems, 475+ interfaces, 40+ lines of business, and 36 functional segments—serving 80K internal users and 300K external users across 280 missions in 200+ countries. The environment integrates 1,200 TB of data, 100M+ transactions, and 42M+ documents across on-premises data centers and multiple cloud regions, supported by over 300 productions, staging, and development servers. This modernization not only drives efficiency but also establishes a scalable foundation for transformation across the Department of State’s bureaus, systems, and platforms.
