The Health Resources and Services Administration (HRSA) oversees more than 90 programs and distributes nearly $12.8 billion in federal grants annually to approximately 6,000 partner organizations. Its Electronic Handbooks (EHBs) system serves as the enterprise platform for program administration, performance tracking, data sharing, and workflow management. With over 7,500 active grantees, 33,000 award actions, and more than one million document uploads each year, the system required modernization to support HRSA’s expanding mission. The key challenges included eliminating data silos, establishing a single source of truth for award reporting and analytics, and migrating legacy on-premises applications to a modern cloud infrastructure—all while maintaining performance, ensuring robust security controls, and achieving operational continuity under aggressive timelines.

Navitas Solution

Navitas delivered an end-to-end modernization and transformation solution for HRSA through an integrated framework combining enterprise program management, technology modernization, and structured governance. Leveraging PMI’s PMBOK methodology, Navitas established a centralized Program Management Office (PMO) aligned with HRSA’s IT governance, enterprise architecture, and budget processes to improve visibility, compliance, and communication across program portfolios. The team designed and executed a comprehensive cloud migration strategy covering nine key areas—including security governance, DevSecOps, operations, and disaster recovery—ensuring scalability and compliance. Four Agile teams completed 16 sprints and 22 successful releases while supporting acquisition planning for a $10M procurement effort and implementing continuous monitoring and dependency tracking across multi-vendor systems. Additionally, Navitas introduced a low-code/no-code platform integrated with AI-powered tools and a user-centric dashboard, enhancing data access, operational efficiency, and decision-making. Two proof-of-concept solutions developed on HRSA’s Salesforce sandbox demonstrated automation and AI capabilities that streamlined workflows, minimized manual interventions, and empowered business data users to make timely, data-driven decisions—driving agility, scalability, and operational excellence across HRSA.

The migration to cloud infrastructure resulted in a 40% improvement in system scalability and a 30% reduction in infrastructure management overhead. Agile delivery practices enabled a 25% acceleration in release cycles, while system reliability improved by 35% through strengthened DevSecOps integration. Navitas’ program governance reduced risk exposure across interdependent systems by 20%, and HRSA teams reported a 95% on-time delivery record for key milestones. The EHBs system now processes over 48,000 post-award submissions annually across 141 integrated modules and 137 business processes with enhanced performance and resilience.
